For me +14C is a very nice outdoor temperature, it is ideal for all kinds of outdoor activities, it’s warm enough to be lightly clothed and cold enough not to be sweaty during those activities. However without physical activity it would be quite cold and I would definitely wear warm sweater/jacket.
