ELPA21 Standards and Assessment The ELPA21 is the standardized instrument used to measure English language proficiency and annual progress toward English proficiency in the state of Iowa. This assessment is tightly aligned to Iowa’s ELP standards and corresponds to the Iowa Core Literacy Standards.

The WIDA consortium is a group of states dedicated to the design and implementation of high standards and equitable educational opportunities for English learners. When was ELPA21 created?

The ELPA 21 assessments are administered fully online. It includes a screener assessment and a summative assessment for ELL students from kindergarten to twelfth grade. The ELPA 21 summative and screener tests were officially launched in the spring of 2016 and in the fall of 2016, respectively.
What is the difference between CELDT and ELPAC?
Whereas CELDT was a single test given to students who are new to the country through those who have been testing for many, many years, ELPAC will have two different tests: one Initial test, and one Summative (“Annual” in CELDT terms) test. Another difference between the two tests is the testing window.
When did ELPAC replace CELDT?

WIDA MODEL Paper is an English Language proficiency assessment for students in Grades 1-12. As a flexible, on-demand assessment, this test can be administered at any time during the school year, depending on the needs of the district, school, teacher or student.
